The Conservatives have won the Lancing Parish Council by-election, in Wiudewater Ward.Our candidate, local man Joe Pannell, took 60% of the vote as he defeated Labour in a straight fight.Joe has previously been the Parish Councillor in the ward, but lost his seat in May.
